2.11.0b20

Hello,

It is my duty to announce nth beta of 2.11 series, 2.11.0b20. This,
being rc2, is again planned as the last beta.

If noone reports a bug within a week, this will get reannounced
as 2.11.0. Please test as much as you can, although there is no
need for upgrade from b18 or b19.

The sources can be found at usual place:
        ftp://ftp.irc.org/irc/server/BETA/irc2.11.0b20.tgz

Please read RELEASE_NOTES as well as revised INSTALL file.
