Hello,

It is my pleasure to announce fourth public version of 2.11 beta serie,
2.11.0b14 which I consider 2.11.0rc2.

If you want to try, it should be fairly safe to be installed on a production
servers. This release fixes core-class bug, reverts controversial LUSERS
changes, has USERS meaning changed (tho define can get it back to RFC meaning)
and modifies local PING to return PONG with given parameter.

The sources can be found at usual place:
        ftp://ftp.irc.org/irc/server/BETA/irc2.11.0b14.tgz

Please read RELEASE_NOTES as well as revised INSTALL file.

You MUST upgrade if you are already running any 2.11 version.
