V:lines are ineffective anyway since it would encourage hacking the
version number in the code to connect, regardless of any upgrade which has
occured with the server.  This may not be a problem on a large network
with reasonable admins and many users using the server, but it is a
possibility on smaller networks.  V:lines don't do a thing.
