and V-lines are just one measure to put a bit pressure on lazy
admins. You have several alternatives to perform such a task in a more
efficient way than just telling "please upgrade to version x".

The processs applied to getting rid of 2.9.x was practially without
any pressure. Some admins just dont work without pressure. ;-)

If you wake up one day, see that your beloved IRC server is not linked
anymore, then you will probably act quite quickly to get it back to
the net (and you might even have a look at your ircadmin mail account
to see what happened :p).
