What you call 'harmless and local' only is seen as violation of
basic consensus regarding priviledge escalation and privacy by
others.

That's the base of IRC ever since: we cooperate with peers on the
base of mutual trust.

Frankly: introducing changes like your patch does and showing this
lack of understanding of the basic consensus of IRCNet makes you
someone I'll not accept as a trusted peer.  Someone installing your
patch without telling or discussing what he's doing unfortunately
inherits this shortage.


This may be widely off topic here as this kind of policy is network
specific.  If we see irc as the irc-server_and_ IRCNet-server, it's
on topic.
