ircd never generates a "Too Many Connection" message, it's 
"Too many connections", with lowercase M and C.

It generates that message where there are to many people using
that I-line, based on the limit on the class.  You seem to have a
limit of 100 people for that I-line, so I can only come to the
conclusion that you have more I-lines, and that you match that.

Please show all the I and Y-lines.

Remember that it takes the first I-line that matches, and it goes
thru them in the reverse order of the way you put them in
ircd.conf.
