uid freeze (Re: Another fun patch for your enjoyment)

everything gets either postponed or cancelled due to "uid
freeze", yes.

for those of you who remember the late 2.8 days when all 2.8
development had stopped, well it's the same now.  2.10.x is
no longer developed.
this is a (probably futile) effort to force anyone who wants
to work on ircd to first implement UIDs.  (Oh, and i only
made this decision last June because so many IRCNet
opers/admins were whining about it.  It will be more costly
than any of you probably realizes.)

Unlike with 2.8->2.9, there will be "bug fix" releases for
2.10.3 as needed.  As a matter of fact we're hoping to see
one fairly soon even though there aren't really many fixes
(besides IPv6)
