ND and CD do a good job, adding TS now would only slightly
improve the situation (while ND/CD _or_ TS alone improve it
a lot) which makes it rather unattractive.

Besides, I still hear from EFnet coders and opers that there
are still unresolved issues with their version of TS.

(bandwidth is also a concern)
