It looks like you are behind a NAT router. Set the address to internal ip of
your server and set up port forwarding on the router.

If the server still says "cannot bind address" even after you specify a valid
IP address, try specifying the IP with subnet suffix (e.g. 192.168.1.15/24) or
so. Hybrid users can probably be of greater help here; try reading the
documentation.
