You may find it hopeful to contact the author of mIRC ( a popular Windows IRC 
client, www.mirc.co.uk) to include the server in the listings there.

However, if you want more people to come there with activities actually 
related to your network, you may want to announce it on some more targetted 
place.

You mentioned disabilities and governments, paper advertising maybe? Word of 
mouth? Specialised web sites?
