There is a FAQ at http://www.irc.org, and Y lines are completely
documented in the example ircd.conf file.  Many people will not read the
documentation and therefore keep asking.  

NOTE:  There is a LOT of documentation in the docs directory in the ircd
distribution.  I'm sure that this question is explained in one of the
documents there as well as the sample conf.
