Channel/User modes

Hi all :)

I've decided to write a commercial/shareware/freeware filter (depending
the effort I need to have) who lets any irc client to interface with
IRCnet ircd server, without missing its new features, like '!' channels
and so on.
This means anyone can use any RFC1459 compliant, and old, IRC client, to
connect to ircd and use these new stuffs.

Before starting project, I need some help from you, about these
questions:

- Does exists a web page where ALL user/chan modes of IRCnet are listen,
as client sintax and semanthics? (or I found it in ircd dist?)
- Does anyone interestied to help me, if effort is bigger than I can
provide ?
- What do you think about project ? Is it useful ?
