Sure. This is the standard behaviour of any ircd server.

As you said, the only way to keep a channel open is to have a user sitting
in there. To do this, you just need to install a bot. It is a small program,
a "robot" in fact, which connects to your channel and stays there permanently.
It has several embedded functions, usually, to help you administer your channel,
by typically setting the modes in the channel, protecting your channel by
kicking/banning flooders, etc.

The only problem is that unless this program sits on the same machine as your
ircd daemons, you need an open network connection between your machine and the
server, as if you were a normal user. But since you seem to have access to the
server machine itself, you shouldn't have a problem.
