Let's say forbid /join !!Channel (i.e. creating _new_ channels) during first
15 minutes of uptime

No need to refuse connections, users can happily do /join !channel as soon
as !channel comes from uplink, but if they want to create a _new_ channel
they should patient for 15 minutes.

And LDELAYCHASETIMELIMIT  cares for regular splits.
