No, a ban does not work like that.  It excudes the person from viewing the
channel.

My original idea was just to flag the nick as +v does, using perhaps the "-"
character.  But as another noted, parting and rejoining would be a simple
defeat, if no other function was provided.  That occurred to me also, an hour
after I sent my first email ;)

One concern was not using one of the 30 channel mode slots thet are assigned
for b, e and I modes, as often channels are over run with attacks intended to
fill the mode list and make some less-than-well designed chanbots/scripts
excess flood from then futilely streaming +b modes that will be rejected by
the servers.

The purpose of this gag mode is just that, to prevent an individual from
disrupting the channel without excluding them from the discussion as a ban
would.  In essence, it is a form of moderating the channel.  If there is a
meaningful, but perhaps emotional discussion taking place, which you would not
want them excluded from, you could still have a tool to prevent their
disruption but allow them to stay to listen to what other have to say on the
topic at hand.  and yes, setting the channel +m and giving +v to all, then
removing it from one or two as needed would accomplish the same thing, but
with a little more work, entailing voicing all others that come and go.

I like the variation Secret Agent Mamaw suggested, however that would seem to
involve the use of one of the 30 channel mode spaces, which was one of the
concerns.

Perhaps the issues of parting #chan to lose the flag and rejoining could be
addressed in a different way.  Maybe the server could block rejoin of a +g
flagged user for x minutes.

Also, channel clients could provide the protection against attempts at evading
the +g flag.  It would be simple to set a ban on rejoin.  The user could
choose between staying in channel though gagged or knowing that if they part,
on rejoin they will be re-gagged.and if they try again, perhaps banned.

I like Mamaw's idea, even if it would use a mode slot.  maybe another 10 mode
slots could be added :)
