Yeah I understood what you meant...
bans in the 2.10 versions of ircd also mean that the person can't send
anything to the channel anymore...
the only problem is that if someone is banned he normally can't join the
channel.. so if we think about this problem

/mode #playland +e soinso@xxxxxxxxxxxxx
/mode #playland +b soinso@xxxxxxxxxxxxx

should make teoretically exactlly the same like this funny gag mode :)

just there is a problem... +e overrides the ban - it gives a user the
ability to join a channel although he is banned ...  and not just that... a
user with +e can also speak to the channel!  Which is bad in my oppinion...
If a user is +b and +e *and not* chanop or voiced he shouldn't be able to
speak on a channel...

But on the other side... do we really need such things to silence people...
Just temporary ban such abusive users and i think the effect will be the
same like gagging them... :-)
