No, its ok,

if a non-restricted guy would join the channel "owned" by the
restricted guys he shouldnt get op suddenly if the channel was
used by restricted people before. Like all restricted users
are on channel, lose ops... dont get reoped, unrestricted one joins,
reopping happens again and he gets them. On the other hand restricted
users don't get ops on joining a new channel anyway. So should it
be forbidden to op them in general (better not regarding to the
malformed bots today, sigh).
