Reop mode suggestion...

Right now the current reop mechanism on a !channel does not take into
account the fact that the client it chooses to op may be on a
restricted connection. As opping such a person would effectively
achieve nothing - would it perhaps not be a good idea to check before
opping that the lucky recipient of +o mode would actually be able to 
use his powers?
