You can't with the ircnet ircd.

If you have enough bandwith you can ask someone on a bigger
net for a network link. Its kinda easy, but you need the same
ircd software. There are many smaller nets around you could link to.

www.missingu.com is a good example for that. Its possible,
but you should talk with the server admins.

Yep, but doing it on port 80 would be broken by design :)
Just change the P: line in ircd.conf
