Add a new mode for server-server communication, say `+j', that will
have the syntax `+j nick!user@host' instead of `+o nick'.

A server that receives a `+o nick' will transform it into a
`+j nick!user@host' if the other end supports it, and make the change
`+j nick!user@host' -> `+o nick' if it receives a `+j' that the other
end won't understand.

Moreover, `+j' should also be accepted from clients, this would make
op-bots much safer since they will be able to really tell who they
indend to give chanop to.

Of course, if you implement this, we won't see an immediate gain until 
all servers get upgraded, but I think this is a good point for the
future.
