Static Channels

Hello,

I've searched the documentation that comes with the ircd 2.9.3, however I
couldn't find an ariticle there which tells me how I can do static
channels.  I'm not so sure what it's really called (static channels).
What I need is to be able to create a channel that doesn't get erased on
this list of channels even though all users have already logged out of the
channel.  I've noticed that IRC networks like dalnet and undernet has this
feature 'coz I can get the list of channels that says it has zero users.
Is this possible with ircd?  and another thing, I also need that the
chan-op should still be the chan-op even after he leaves the channel.  I
noticed that if the chan-op leaves the channel, then comes back later,
he's not the chan-op anymore nor is anyone.
Any assistance is greatly appreciated.
