doc/INSTALL is about all you can find on installing
irc2.9.2*, and is usually enough for anyone experienced in
installing UNIX packages.

you can have a look at http://www.stealth.net/~kalt/irc/faq.html
for some usual mistakes, but there's not much there either.

2.9.3* docs have been reorganized, but don't have much more
details.  An html copy can be found at
http://www.stealth.net/~kalt/irc/INSTALL.html

If these don't help, send your errors to this list.

You didn't say on which OS you are trying to set it up, may
be it is somewhat exotic.
