irc2.11.0b18 runs but says "server is currently in split mode"

I'm having trouble running irc2.11.0b18 on my Slackware 10
Linux  server. The server comes up fine but it always says
it's in split mode. I'm not linked to any other servers.
Here's the information in my ircd.conf:
