No you shouldn't. IRC Operators have nothing to do with channel
management ie. they are just normal users on the channel.
So just if you are opped on a certain channel you can op a
different person, else you can't.

As IRCnet also doesn't have channel registration
("Channels are not owned") there is no need
for such a thing. You can always create a new channel.

That's not possible without patches. Soper is such a patch for example.

The use of such patches is however deprecated and strictly
forbidden on the IRCnet network.
