As you can see, port is still 6667 and class is 10.

This is due to an error in Y:10 line. Empty limits mean 1.1 and
you've already used that (for connection).
Try increasing limits to 2 or more and see what is happening.

Since there is no Y:6667, you get to default class 0...

And this is because you were not using any of default class limits,
so you had one (1) available for oper.
