You can always check your connection class via
/trace your_nick. So do /trace when /oper-ed and when not and you'll see.

You included all the info, just not the version of the ircd
you are using. :)

This should explain it.

Wasn't stated so clearly in 2.10 example.conf but afaik same logic
applies, since "no limits" is usually bad.
