Problems with /OPER

I'm installing ircd behind our firewall for stand-alone operation, and
have been having problems gaining server operator privelages.
Using the following ircd.conf file:
A:Fort Collins:Ray Frush:frush@xxxxxxxxxxxxxxx -
M:TC.ftc.agilent.com::Technical Computing:7000
P:*:::6667
Y:1:300:0:100:40000:0.0:0.0
I:*@*::*@*::1
# The next line contains a crypted password
O:*@ale.ftc.agilent.com:HOwtJiJjPOan2:phred::1
I'm using X-Chat to connect to the server.
When I try the command: /OPER passwd phred
I get the response: No O-lines for your host
As you can guess, I've tried a few incantations all afternoon, and have
yet to figure this out.
Could someone point me in the right direction. (I've already read most
of irchelp.org)
