Unpatched, ircservices cannot run against ircd 2.10.x (remember ircu
is not the same as ircd).

There is a patch available http://bi.st/ircservices-4.3.3.patch
mais it is for a very old version of irc services.

There are services, but very few to provide Nick and Chan
registration.  The only one I know of that is compatible with the 2.10
protocol is available http://zekiller.skytech.org/coders_en.html
(Botnet Services).  The other services available are mainly for
statistical purposes, and of course there's NoteServ, available
http://irc.fu-berlin.de/noteserv/

Upgrading to 2.10.3p3 is strongly recommended for other reasons.  It
won't help with your problem with ircservices however.
