Ircd not reading ircd.motd

I am having trouble figuring out why I have an ircd.motd in the directory
where it always has been, but after reinstalling ircd, it keeps saying "This
is a poorly installed irc server- no MOTD defined" or something like that. It
definitely is reading the ircd.conf file, which is in the same directory.
Has anyone else had this problem, or did I just do something dumb? Thanks.
