no that was not agreed just a few ppl did that.
+m is channel mode restricting sending messages to channel to +o and +v
people
+b also prevents banned users to send messages to server
PART messages BREAK this behaviour and I have already saw people abuse
channels using this.
I don't see any reason why should client store all informations needed to
decide if person can or can't send messages to channel, and why should
client deciode if that message is legal. That's server's work.
