Try this kind of setup:
robert@irc(0) ~ $ grep irc.ircnet.dk ~ircd/conf/ircd.conf
M:irc.ircnet.dk:195.215.15.254:Copenhagen, Denmark:6667
I:195.215.15.254::irc.ircnet.dk::987
I:irc.ircnet.dk::::987:localhost interface (yes, it looks strange)

It might be that the class in the O: line is full. Change it to a class
that's not full and see what happens.
