Restricted User Mode

Hello,

I read your info about the restricted mode on your homepage but I did not
understand anything. Why am I restricted on irc.stealth.net ?
Can you tell me how I can change thiz mode...beause I'm very interested to
be allowed of changing my nick...

Or can you tell me some other irc-servers who offers the whole channels like
irc.stealth.net !?
