I thik it should join the one which exists longest. (locally on this
server). This would (IMHO) usually be that what the user wants.

I do think that letting the client handle all this is cleaner. But most
probably most client-authors will be very lazy and not do this. This
then will result in the non-use of this channels by the users (because
it's to hard for them)
