Unless I am mistaken, you are refering to the 'Random Efnet server' etc
in the mIRC servers.ini file.

These, again unless I am mistaken, are not servers, but just round robin
setup in the DNS configuration files.  It is simple to do, take the
example extract for The CMDnet network file:

[$ORIGIN cmdnet.net]
irc        IN A 145.7.240.11
            IN A 24.132.9.96
            IN A 195.156.135.125
            IN A 149.148.188.188
            IN A 195.58.176.78
 etc
 etc

This has the effect of the following:

First time you do it:
$ nslookup irc.cmdnet.net
Server: yoda.netscape.com
Address: 205.217.249.5

Non-authoritative answer:
Name: irc.cmdnet.net
Addresses: 145.7.240.11, 24.132.9.96, 195.156.135.125, 149.148.188.188,
195.58.176.78, etc, etc...

Second time you do it:
$ nslookup irc.cmdnet.net
Server: yoda.netscape.com
Address: 205.217.249.5

Non-authoritative answer:
Name: irc.cmdnet.net
Addresses: 24.132.9.96, 195.156.135.125, 149.148.188.188, 195.58.176.78,
etc, etc...,145.7.240.11

...Round robin style, clients will use the first address listed, the
server rotates the order....
