The impression I've got is that it is still coming along (slowly) and
gradually being introduced into the hybrid code. The more
"controversial" (and user-visible) changes such as the channel modes I
believe are still planned, but concern over server security have been
expressed -- I believe it was mjr who pointed out that the whole
network needs to be a lot more secure than it is currently because a
single hacked server would compromise the passwords for every channel with a password set (as an example).
