Yeah the method you mailed is find on certain nets, but for example this
doesn't work:

Mickey is hehehe@xxxxxxxxxxxxxxxxxxxxx * Mickey
Mickey on &ERRORS &NOTICES &SERVERS @#eu-opers @#cybersex
Mickey using irc.sonix.u-net.com The Sonix Server (CMDnet)

Kordy is ~kordy@xxxxxxxxxxxxxxxxxxxxx * Kordy
Kordy on @#EU-Opers
Kordy using irc.oft.DE InternetService i-dea Germany
Kordy is an IRC Operator
Kordy haz idled fer 6mins 36secs
End of /WHOIS list.

Is this supposed to be what happens, or is it something that is broken and
had gone un-noticed as broken? ... Or is there another method?

PS 'WALLOPS' Tho usable in by my app, will not reach all users (yes this is
for the global noticer in services 3.1.2 8-] )
