No.
I don't think he was quite looking for that (WALLOPS). I was under the
impression that everyone on the list would already be familiar with the
alternative to /msg $*, which is why I sent the following answer by
private e-mail.

Well, there is. [Try /help msg]
In brief, $ means server and # hostname. Thus /msg $ircd.vip.fi would
message anyone on the server ircd.vip.fi. And /msg #pinnie.vip.fi would
message anyone running an IRC-client on pinnie.vip.fi and using a local
IRC-server.
