The proper way to prevent all redundant traffic caused by polling
mechanisms such as ISON, is to make a service which automatically will
send you this information.

Once a client connects to a server, the server will automatically
"broadcast" this information to all other servers. So since servers have
this information for all users on the net, using USERHOST in preference
to ISON should not cause extra inter-server traffic (I haven't been
looking at the ircd source for a while, so things may have changed
recently, but I doubt it.)
