Ban difficulties
I noticed something on ircd where i think it's worth to be changed
*** Server irc.roof.lan: 2.9.5+Cr15e1+Fl4. AaeEFiIkMprRtu$
*** Mode change "+b *!*@foo.bar.org" on channel #foobar by forcer
after that, a
MODE #foobar +b *!*@*.bar.org
didn't have any effect. that is, since the first ban is matching the second,
the second doesn't get set.
It _is_ annoying when you fight clones, and wonder why you can't ban anymore,
just because someone set a ban before, where your ban was more general.
I think that should be fixed :)
