Temporary K-Line Service

Hello everyone,

there's a new service out there: The temporary k-line service aka tkServ.

As its name implies it is featuring temporary k-lines, i.e. k-lines which
are removed automatically after a certain amount of time. Those temp
k-lines can be added by authorized opers to each server this service is
running on. Therefore, it is possible to allow an oper to temp k-line
users on your server without having to give him/her an O:/o: line.

The main goal of this service is to 'replace' the /kill command and to
make cooperation between the different opers/admins better (concerning
abusers).
