fatal bug in NOTE code

Howdy,

today i detected a fatal bug in ircd2.9.3 and prior with NOTE support enabled.
Every user with local access can crash ircd with a simple NOTE command.

As NOTE support is gone in ircd2.9.4 and recently other major problems in
server-server communication between ircd2.9.4 and older ircds with NOTE
support enabled where detected I recommend immediate upgrade to 2.9.4 or at
least disabling NOTE support. (Btw, i'm desperately waiting for
2.9.4+nospoof.)

A replacement for NOTE implemented as a service called NoteServ is available.
