2.9.x has been sending combined JOIN+MODE for years.

how can you get to such a conclusion?
the first part of the log is a join without combined JOIN+MODE
the second part is a join with it, and ircii EPIC chokes on
it.

so either the support is incomplete, or is absent
altogether.
