you say "small network" which makes me think there shouldn't
be any memory/cpu/load related problem.
ircd is affected by the shell limits, but the symptoms you
mention don't point to this anyway.

it could be a configuration problem, either pre or post
compilation.

when you edited the config.h file, did you change any of the
defaults?  which ones?
(in particular, check how HUB is defined)

ping timeouts could be a Y line configuration problem, but
it's kinda unlikely.

connects usually take some time while DNS and ident lookups
are performed.  how long do they take for you? (it can
become significanlty longer if the ident lookup times out
because of a firewall or so)
