Either the above statement or your definition of 'the same' is wrong. WHO  
(etc.) is providing you only with 'information' of a specific moment.  
Between two consecutive WHO requests, the provided information may  
physically change altho you wouldn't notice it. Therefore, you can never  
be sure that WHO is showing you *the same* connection between different  
WHO requests (and that's why you can't use WHO for spying). NOTE, however,  
does not have that restriction.

eh? Have you ever tried '/who <nick>' on a nick who's set +i?
Currently, you have to set yourself +i and then change your nick before  
you can admit a sufficient level of privacy in relation with NOTE.

Yeah, and that's the only more or less useful thing in NOTE. You really  
don't need NOTE's spy functions for chatting.
