Yes, it's intended for bots, but again, its abilities are
very restricted.  (cannot join channels, many commands
aren't available)

You'd probably need a server-bot, but first, you need a good
design.  This topic has been discussed a lot on various
mailing lists (such as operlist), you might want to have a
