	Announcing irc2.9.2

Release 2.9.2 of the IRC software contains bug fixes and code cleanups
in the first place. There are no new major features intoduced.

Rarely occurred fatal bugs in resolver code have been fixed, as well
as problems in some functions which had problems when 256 connections
per server is exceeded. 

We are now catching errors properly in systems using poll() and
in new connections interrupting before server has accepted them.
Penalty code has been tuned more to serve better its purpose in protecting
the good from the bads. Commands for unregistered connections limited
to the necessary for registration plus ADMIN command.
Propagation of modeless channels has been cleaned up.
Duplicate log entries of rejects file removed.

As a new feature for server admins client access can now be limited
based on user@host, old host based authorization is still available too.

Future Notes:
* support for 2.7 compability will be removed in next release.
* support for 2.8 compability won't be active by default in next release.
* a ChangeLog will be maintained
