On a server, you can't do that without modifying ircd code. You are supposed
to respect privacy of your users.

ircd caches MOTD. To reload it, you must kill -HUP your ircd, or do /rehash
on IRC when opered. ircd.motd must be in the same directory with ircd.conf.
