I'm against it.

Afaics, ircd-{dev,users}@ lists are commonly used to contact ircd
developers or to get user-to-user help in ircd usage. They are seldom
used for closed 'internal' discussions.
IMHO, most traffic on this lists is - at least - initiated from
non-members.

One could think about some approval proceeding, but this needs
ever-active approvers, so if anyone feels himself able to do this...
well :)
