Too many user connections (local)

Hi all,

Till ver 2.10.3p1, there was no problem.  Recently i have upgraded to 
2.10.3p3 and i am getting error
"Too many user connections (local)".

I am using same ircd.conf file. 

Is there major changes between 2.10.3p1 to 2.10.p3 ... i have gone 
through Changelog, faqs, ...but unable to find solution...

Basically i want to connect to ircd server from one single machine(and 
many connections.. yeah many connections from single host).
