Technically it's always possible to run tcpdump on any point on route between
IRC servers. But it's always possible to remove O-lines and/or delink servers
of IRC admins who did it (on IRCnet).

On the other hand communication between clinets/servers is not crypted. It's
plain text which consist of messages described in RFC 1459 and it's
compressed using zlib in most of server to server links. So be always prepared
that anybody can see your private messages untill you install some CTCP crypt
extension to your (and the man's you're talking to) IRC client.
